JOB DESCRIPTION
Summary: An Assistant Manager / Mosquito, Vector & Noxious Weed Control Technician is trained to design and carry out a zone management plan, which prevents the emergence of adult mosquitoes from breeding sources through the implementation of established larval control practices. As an Assistant Manager, they will use their administrative and management skills to direct the District and its employees when the District Manager is away for business or personal reasons. In general, this person will assist the District Manager with many types of projects and levels of involvement. As a technician, under the direct supervision of the District Manager, must know and understand the principles of chemical, biological, and physical control, as well as how, what, and when to utilize each of these control strategies. As a technician, must know, understand, and implement the standard methods for sampling adult and pre-adult stages of mosquitoes.
Position Qualifications:
The successful candidate must possess:
1. Must possess a commercial applicator’s license.
2. Oral communication skills sufficient to discuss and explain all elements of the District’s mosquito control program to the public.
3. Math skills that enable the candidate to calculate the necessary rates for proper pesticide usage, including the ability to add, subtract, multiply, and divide whole numbers, work fractions, percentages, and convert units of measure
4. Writing skills that enable the candidate to clearly and neatly fill out forms and reports.
5. Reading skills sufficient to understand English composition as used in maintenance, repair, or training manuals.
6. A high school diploma or having passed the GED exam. A college degree and/or work experience in an equivalent field is preferred.
7. A valid Nevada driver’s license and the ability to be insurable by the District’s Insurance Carrier.
8. Computer skills sufficient to properly operate the District’s computers and software.
9. The ability to read maps, GPS coordinates, and compass headings.
10. Must have maturity, be self-motivating, and exhibit a professional demeanor.
In addition, the candidate must be a resident of Churchill County, Nevada or willing and able to relocate within a to-be-determined timeline. Relocation assistance is not available for this position.
Physical Characteristics:
The successful candidate must possess:
1. Good vision to be able to read fine print and see different stages of mosquitoes in the water.
2. Ability to hear and speak well enough to use a two-way communication system and to converse in public.
3. Agility or mobility to walk in 2-3 feet of water, climb in and out of vehicles, and move up and down steep creek/ditch embankments and over rough terrain throughout the day.
4. Sufficient stamina to walk in and along creeks/ditches, pastures, and marshes for up to seven hours a day.
5. Use of hands and fingers to use all operational program equipment, write records, and use hand and power tools.
6. Sufficient strength to individually carry a 3- to 5-gallon sprayer or other types of portable equipment weighing up to 75 to 80 pounds during all types of weather.
7. Ability to work under the adverse weather conditions that occur in the District, ranging from freezing and wet fall and winter weather to very hot and dry conditions in the summer.
8. Ability to frequently bend at the knees and waist to inspect sources.
9. Ability to occasionally operate specialized equipment such as all-terrain vehicles, forklifts, and other mechanized equipment.
10. Ability to periodically assist in the lifting of objects weighing in excess of 80 pounds.
11. Ability to sit for extended periods of time.
Examples of Duties and Responsibilities:
These include but are not limited to:
1. Work closely with the District Manager on a daily basis.
2. Design and carry out a Zone Management Plan for mosquito and noxious weed control.
3. Search for mosquito breeding sources to prevent adult emergence. Monitor areas of responsibility for weed control.
4. Answer/respond to individual requests for service in a professional manner.
5. Control larval, pupal, and adult mosquitoes, and treat areas of responsibility to control weeds.
6. Educate the public concerning mosquitoes and noxious weeds and their prevention.
7. Service and maintain issued equipment. Work with staff to communicate issues that need attention as needed.
8. Calibrate application equipment.
9. Calculate application and dosage rates correctly.
10. Assist other staff members when requested by the District Manager.
11. Establish and maintain an above-average knowledge of the biology and ecology of mosquitoes and their predators.
12. Maintain an up-to-date knowledge of operational pesticides and herbicides used by the District, including hazards to humans, domestic animals, and wildlife, proper and safe handling, storage, transportation, disposal, and decontamination procedures.
13. Read, interpret, and draw different types of maps such as USGS, TCID drainage, County, and City.
14. Perform tasks in a timely and efficient manner.
15. Service and perform repairs and maintenance of District vehicles, equipment, and facilities as approved by the District Manager.
16. May be required to work beyond the normal work hours and work week to complete control activities or other tasks of benefit to the District.
17. Have the ability to prioritize workload based on the severity of problem areas or sources.
18. Have the ability to maintain accurate and legible records of field activities.
19. Serve as the District’s Safety Coordinator and the District’s representative to the Churchill County Safety Committee.
20. Assist the District Manager in preparation of the Annual Report by compiling the appropriate field data and researching other information as needed.
21. Supervise the training of seasonal employees on District field procedures and appropriate chemicals and their safe usage, and assist with refresher training of full-time technicians.
22. Supervise and/or enter field data into the computer database.
23. Record service requests received on the District’s phone answering system or via email and relay as needed.
24. Serve in place of the District Manager in their absence and to carry out financial, administrative, and management duties as needed.
25. Represent the District at meetings, seminars, or other discussions if requested by the District Manager.
26. Assist the District Manager in recruiting, selecting, training, counseling, evaluating, and discipling other employees.
27. Have the ability to establish and maintain effective working relationships with other employees, the Board of Trustees, other organizations, and the public.
28. Perform all other tasks or duties as assigned by the District Manager.
Working Conditions:
The successful candidate may be exposed to pesticides, communicable diseases, other health hazards, inclement weather conditions, and potentially random verbally abusive behavior from hostile individuals.
Certification: Assistant Manager / Mosquito, Vector & Noxious Weed Control Technicians are required to possess and maintain State Certification in mosquito and weed control, as well as pesticide and herbicide usage.
This position is subject to pre-employment and random drug testing. Additionally, a pre-employment background check will be required.
